People search for a freelancer tax calculator Pakistan because the salary slabs do not answer the question. A developer, designer, writer, or marketer paid by a foreign client is usually dealing with export of services under Section 154A of the Income Tax Ordinance, 2001.

Finance Act, 2026 did not change 0.25% or 1%. In Division IVA of Part III of the First Schedule it substituted 2029 for 2026, so the concessional IT row runs through tax year 2029. The Act is on the FBR copy of Finance Act 2026.

The rate applies to gross receipts. Upwork or Fiverr fees, Payoneer charges, and business expenses do not reduce Section 154A tax.

What the calculator is estimating

  1. Convert a dollar receipt at the rupee rate on the day the bank credited it. A figure such as 280 is only an example.
  2. Annualise a monthly receipt by multiplying by 12, or start from the annual total.
  3. Apply 0.25% or 1%, depending on PSEB registration and whether the work is IT or IT-enabled.
  4. If you mark non-filer for 2025-26 or 2026-27, the estimate adds the 100% Tenth Schedule increase. Check the credit advice. Some export collections are excluded from that increase.

For 2024-25 the estimate stays on the schedule rate for both statuses. Section 154B did not exist in that year.

When 0.25% is actually available

All of these need to be true:

If those conditions are met, the tax deducted on that export income is the final tax on it. You still file the return. Final tax does not mean “no return”.

What this rate does not cover

Pakistani clients. Section 154A is an export rule. Receipts from clients inside Pakistan are business income. The income tax calculator is the page for a slab estimate, once a sourced rule set exists for that income.

Do freelancers in Pakistan pay salary tax?

Not on export receipts that fall under Section 154A. Those receipts use the export-of-services rate. Salary slabs apply to salary. A person with both files both, under the heads that actually apply.

Is freelance income below Rs 600,000 exempt?

The salary exemption does not wipe out Section 154A. The 0.25% or 1% rate is charged on the export proceeds themselves. There is no Rs 600,000 zero band inside that section.
